Arizona Diamondbacks president and CEO Derrick Hall remains hopeful that the Chase Field renovation bill will pass despite it being pulled from the state Senate appropriations agenda as negotiations continue.

“I’m still very hopeful. We’re at the point now where all parties have requested getting together again and making sure that we can all collaborate, which is never a bad thing,” Hall told Arizona Sports’ Bickley & Marotta on Thursday. “We’re in a tough situation as a franchise, because we can’t continue to just do it ourselves. … I think everybody understands that, so they’re going to try and find a solution.

“I feel good about it. I just think we need some sort of resolution quickly. We’ve been saying this for years and here we are basically with two years left on our lease. It’s playing with fire. We want to be here. We want to get a resolution. We want a solution. Hopefully we can turn the page and say we all did it together in a public-private partnership.”

HB 2704 is a tax recapture bill designed to somewhat mirror how the Arizona Cardinals utilize sales and income tax from State Farm Stadium as a way to fund upgrades and renovations within the stadium.

The D-backs have said it will put up $200-300 million on their own money and pledge another $250 million more through the private-public partnership. Currently, the ballpark needs $400-500 million in renovations, according to Arizona’s leadership.

Upgrades through the bill would include updating the HVAC system, concrete, plumbing and electrical. Funds would be used toward a new scoreboard, too.

The bill passed through the Arizona House of Representatives by a 35-25 vote on Feb. 26., though has undergone amendments as Phoenix, Maricopa County and the Diamondbacks continue negotiations after it was pulled from the Senate appropriations agenda on Monday.

“There’s been a lot of amendments obviously and every time there’s an amendment, it seems like this building takes a hit cash-wise,” Hall told KTAR News 92.3 FM’s The Mike Broomhead Show after the house vote.

“I really don’t want any more amendments, but it’s bound to happen. There’s a lot of debate, a lot of give and take. I’m still very encouraged and hopeful. It’s really support on both sides — it’s been bipartisan all along.”

While Phoenix mayor Kate Gallego has been among the detractors of the bill, Arizona Gov. Katie Hobbs has maintained her support of the bill.

“I think everyone wants to do what we can to keep the Diamondbacks here in Arizona, keep Major League Baseball in Arizona and I think we’re very close to an agreement,” Hobbs told KTAR News 92.3 FM’s Outspoken with Bruce and Gaydos on Monday.

“Look, if the Diamondbacks aren’t at Chase Field, there’s nobody paying taxes, right?” Hobbs added. “And so, I think part of the details that are being worked out is the cap on those dollars that go back into the the stadium operation. I think that’s one of the details being worked out.”

Arizona has played at Chase Field since the team’s inaugural season in 1998. The lease on the stadium, which is owned by Maricopa County runs out in 2027.
