The Central Administrative Tribunal (CAT) has held the Royal Challengers Bengaluru (RCB) responsible for the deadly stampede that claimed the lives of 11 individuals and injured over 50 people on June 4.
In the aftermath, the Bengaluru government held the police responsible and suspended three IPS officers. One of them, Vikash Kumar Vikash, approached the CAT, which is a quasi-judicial body that resolves disputes regarding the service matters of central government employees.
CAT blames RCB for Bengaluru stampede
After a review by Judicial Member Justice B K Shrivastava and Member Santosh Mehra, the CAT has stated that RCB bears the responsibility for the stampede. It stated that RCB failed to seek permission from the police before announcing victory celebrations following their maiden IPL trophy win on June 3.
The Tribunal observed that this led to about 3 to 5 lakh people gathering in and around the M Chinnaswamy Stadium. The police didn’t have enough time to arrange adequate security measures, as they were already deployed at the Vidhana Soudha, where the government was felicitating RCB players.
“Prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people. It cannot expected from the Police that within a short time of about 12 hours the Police will make all arrangements required in the Police Act or in the other rules, etc. Police personnel are also human beings. They are neither ‘God’ (Bhagwan) nor Magician and also not having the magic powers like ‘Alladdin ka Chirag’ which was able to fulfil any wish only by rubbing a finger. To control the aforesaid type of gathering and for making the proper arrangements sufficient time should be given to the Police,” CAT remarked as per Live Law.
