SCHOOL pick-up has become a daily disaster, with fed-up residents saying even crossing the road is now a challenge.

Drivers are clogging streets, blocking driveways, and ignoring basic rules, all while a police presence is nowhere to be seen.

The mess unfolds outside PS 32, an elementary school in the residential Great Kills neighborhood of Staten Island, one of New York City’s five boroughs.

Locals say the chaos hits hardest during dismissal time, with double-parked cars stretching across narrow roads.

Despite years of complaints, residents claim nothing has changed.

Joana Stiles, who lives near the school, said she contacted the local newspaper earlier this year out of frustration.

She described packed streets, blocked crosswalks, and no room to move.

For a short time, her complaints seemed to make a difference.

“Everybody was doing pretty good,” she said. “[Parking enforcement] was here maybe a week and a half, and then that was it. Everybody went back and everything went to hell.”

She said the presence of parking officers forced parents to clear out quickly and keep things moving.

“The traffic police would just go around and with their bullhorn say ‘move your car, move your car.’ For some strange reason, everybody found a parking spot then,” said Stiles.

“It was beautiful.”

But once enforcement stopped, the chaos came rushing back.

“It’s almost like anything, you have to be good for a little while and then once they see the cops don’t come, then they feel complacent to just park wherever they want,” she added.

According to Silive.com, cars were double-parked along residential streets near the school, including Barlow and Stieg Avenues, clogging travel lanes and blocking driveways and crosswalks.

While traffic on Barlow Avenue seemed slightly more spread out than it was in the spring, congestion remained a major issue.

Proper conduct during a traffic stop

According to the ACLU, there are a few tips for ensuring a smooth traffic stop, no matter the violation.

Stop the vehicle in a safe place away from traffic as soon as possible. Kill the engine, roll down the windows, and place your hands on the driving wheel. If it’s dark outside, turn on the interior lights to give the officer a good visual. If you’re in the passenger’s seat, keep your hands visible. Only reach for your purse or wallet, registration, and proof of insurance when instructed to by the officers. Do not reach for the glove box until prompted by the officer. Do not make sudden movements. Narrate everything you’re doing, ie, “I’m reaching for my purse in the backseat.” Keep your tone calm and respectful.

Vehicles had stretched further away from the school entrance, spilling onto nearby intersections.

Stieg Avenue showed no improvement, cars still lined both sides of the street.

When asked about the issue, the Department of Education declined to comment and directed questions to the Department of Transportation.

A DOT spokesperson referred to an earlier statement saying the agency is looking into the issue.

One measure has been approved, a speed hump for Stieg Avenue.

But Stiles isn’t convinced it’ll fix much.

She fears September will bring new parents and more reckless parking.

“It’s gonna be even worse. In the beginning, it’s always worse. You’ll get a new set of parents, it’s like it doesn’t resolve because every year it’s new people,” she said.

Her biggest fear is that someone might get seriously hurt.

“One day, someone is going to get severely hurt,” she previously warned. “Somebody is definitely getting hurt.”
