New For-Sale Carrboro Condo Project Celebrates ‘Going Vertical’ with Construction ...Middle East

Construction is underway at Carrboro’s South Green shopping center for the South Green Flats – a venture aiming to fill a housing inventory gap and the first condominium project in the community in 15 years.

The developers and real estate team held a “Going Vertical” event at Two Hills Drive on Tuesday morning to celebrate the first structures on the site being built. The project will include three buildings with a total of 63 units — 57 for-sale condos and seven for-sale commercial spaces — on more than two acres at the eastern-most side of the development off South Greensboro Road. The effort is led by the Legacy Real Property Group, which ushered the project through its development and permitting, as well as Terra Nova Global Properties, Tise-Kiester Architects, and Ballentine Associates.

South Green was not conceived as a mixed-use model, with the initial phase constructed in 2017-2019 solely as restaurants and retail spaces. But during the COVID-19 pandemic, the Legacy Real Property Group began to envision adding housing to the land — and, specifically, a form of housing more affordable than most single-family units or luxury options in Carrboro and Chapel Hill. The developers approached the Town of Carrboro about the project in 2023 before getting feedback from the town council that summer, and ultimately earning full approval earlier this year.

Tom Wiltberger — one of the principals of Terra Nova — said the approach now seems prescient based on other market research, both locally and nationally, with how people interact with what is near their homes.

“Mixed-use developments really become successful when you put residences next to small businesses,” he said to Chapelboro on Tuesday. “You create an ecosystem that the residences support the businesses, and the businesses rely on the residences. It’s a trend across our whole area — you see apartment buildings going up next to shopping centers, and condominiums and housing being densely collected near developments.”

Mark Moshier, the principal of the Legacy Real Property Group, described the site layout to the gathered supporters. The trio of buildings will be buffered from the shopping center by a line of trees, parking and the Purple Leaf Place road, with the bottom floor of the closest building (Building A) where the new retail spaces will be installed. Building B and Building C will create a corner of green space and amenities for residents nestled into the bluff, which has been reinforced by a retaining wall.

Moshier said with the proximity of the condos and integration of other retail space, the new development ought to compliment the existing South Green businesses.

“Those retailers are going to feel like they’re just part of this whole project,” he said. “We tried to make it seamless with the Phase 1 that the other developers [did] a few years ago. I give a lot of credit to the design team for figuring out how to squeeze all this in here and make it look great, feel great, and be a part of this little area in Carrboro.”

And while the housing aims to boost the businesses already at Two Hill Drive, Wiltberger pointed out that South Green has pedestrian and bicycle-friendly connections to help residents easily move about to other places too.

“What makes this location especially great,” he said, “is you can walk to town right up through the Roberson Place neighborhood and support downtown Carrboro. And you can access Franklin Street and UNC at the greenway that connects at Brewer Lane. We think it’s really ideal for anybody that wants to be in this location.”

Much of Tuesday’s brief ceremony involving the acknowledgement that South Green Flats’ condo offerings will provide a type of for-sale housing missing from the current market in Chapel Hill and Carrboro. The one and two-bedroom units will range from roughly 650 to 1,100 square feet, with Terra Nova’s starting prices at $320,000 and rising to $515,000.

Wiltberger celebrated how the development will provide some “missing middle” options to community members — and added that it feels particularly special to do the project with an all-local design and build team.

“I think it speaks to the fact that these are organizations that really care about the community,” he said. “They’re not just an out-of-town or out-of-state developer coming in and seeing an opportunity to make a profit — they want to make an impact, they want to help create a community in Carrboro.”

Pre-sale efforts for units in South Green Flats are underway, according to Wiltberger, with the developers aiming to complete the buildings’ construction in the summer of 2026.
