Severance has now joined with two other Weld County municipalities in taking advantage of the county’s offer to assist in oil and gas applications, allowing those municipalities to save time and resources by consulting with more experienced professionals and reducing costly errors in the process.
The Weld County commissioners on Monday approved an intergovernmental agreement allowing Severance to enlist the assistance of the Weld County Oil and Gas Energy Department in processing applications for oil and gas developments within the town’s limits.
“I think this is a big benefit to the town of Severance that we have our partner in the county that can help us,” Severance Mayor Mathew Fries said. “There’s nothing currently happening, so both the county and the town of Severance are ahead of the game. This is all for our future benefit.”
Though Severance doesn’t currently need the department’s expertise, this agreement between the county and town will enable the town to call upon the county’s assistance should it be required.
The department can now assist Severance by processing oil and gas drilling applications, conducting hearings related to these applications, including revocation and suspension hearings if necessary, and performing regulatory inspections of proposed surface sites. Department staff will also review applications for compliance with floodplain regulations, review drainage reports for applications with well sites and issue grading permits for oil and gas sites.
Severance will ensure that applications comply with the town’s regulations, codes and ordinances, and will determine whether to approve or deny a permit.
This assistance will come at no cost for Severance, as any costs will be covered by fees the department receives from regular Weld County Oil and Gas Location Assessment applications.
“We really encourage all municipalities in Weld County to consider partnering with our department,” Department Director Brett Cavanagh said. “By doing so, municipalities gain access to a well-established team that is already doing this work successfully, saving time, resources and ensuring the projects meet both regulatory obligations and community expectations.”
Commissioner Kevin Ross, the commissioner coordinator for the Oil and Gas Energy Department, said these agreements help stretch the county’s services to be even more beneficial to municipalities.
“It’s great to be able to assist our communities in this way,” Ross said in a county news release. “It’s something we’ve done historically, and I appreciate seeing it happen again.”
With this agreement, Severance becomes the third municipality to enter into this type of agreement with the county since the Oil and Gas Energy Department was established in 2019. The other two municipalities are Evans, which entered in 2022, and Keenesburg, which entered in 2023.
