More living spaces are being added to Cupertino’s latest housing development.
The Cupertino City Council recently signed off on a new plan to increase the number of assisted-living housing units and reduce the retail and parking spaces at the Westport development, which is located next to Highway 85 in Cupertino at the site of the former Oaks Shopping Center.

An underground parking garage, which would have provided around 146 spaces, was also removed to “simplify construction and reduce costs,” according to the city. The updated plan will still include 35 memory care units. Construction is expected to begin within two to three years.
Westport, which was initially approved in 2020, includes 267 total housing units with 179 senior apartments — of which 48 are affordable and designated for seniors, and 88 are non-age-restricted for-sale townhomes. The space also has 20,000 square feet of commercial space.
The development is split into two phases. The first was completed last year and includes 48 below-market-rate senior apartments, 2,600 square feet of retail and 88 townhomes.
Westport is operated by Oakmont Management Group in partnership with developer Related Companies. The new homes come at a time when Cupertino’s housing element calls for adding 4,600 new homes in the city at a range of price points.
In a statement, Mayor Liang Chao said Related Companies has worked “diligently to consider options that address community concerns,” and supports seeing the project move forward.
“While it is unfortunate that retail and parking have been reduced to the bare minimum, this project delivers much-needed assisted-living units for Cupertino’s growing senior population,” Chao said. “I also wish the Housing Element had included incentives for affordable senior flats. Next year, the Council’s Work Program will explore how to better serve residents aging in place or seeking to downsize.”
Other affordable housing projects in Cupertino are in the works.
Last month, the City Council approved $3 million in local funding for the Mary Avenue Housing Project. The project, which is located adjacent to Westport, will provide 40 new units. Half will be reserved for extremely low-income residents and another 19 for individuals with intellectual and developmental disabilities.
The city also recently committed $1 million to fund the Wolfe Road Housing Project, which will eventually provide affordable housing for school employees.
