The Syrian Ministry of Electricity has signed a memorandum of understanding with the global group “UCC Concession Investments” to enhance investment in the energy sector, with a value of up to seven billion US dollars.

The Qatari company “UCC Concession” will act as the main developer in the agreement, alongside the Turkish companies “Kalyon GES Enerji Yatirimlari” and “Cengiz Enerji”, and the American company “Power International USA”.

Energy Minister Mohammed al-Bashir stated during the signing event at the People’s Palace in Damascus, attended by Enab Baladi, that the investment value under the memorandum of understanding is seven billion US dollars, which will contribute to generating five thousand megawatts, thus increasing the number of electricity supply hours and positively reflecting on all aspects of life.

Al-Bashir explained that the agreement includes the development of four gas turbine power generation stations operating on a combined cycle (CCGT) in the areas of Deir Ezzor, Mhardeh, Zeyzoun in Hama countryside, and Trifawi in Homs countryside, with a total estimated generation capacity of about 4000 megawatts, using American and European technologies, in addition to a solar power station with a capacity of 1000 megawatts in Wadi al-Rabi in southern Syria.

Ramez al-Khayyat, the CEO of UCC Holding, stated that the investing companies will use the latest equipment in the energy field, and the project will provide more than 50,000 direct job opportunities and 250,000 indirect job opportunities, contributing to support the labor market in Syria.

The signing of the agreement was attended by a wide official presence, as well as by the American envoy to Syria, Thomas Barrack.

Barrack stated in a speech delivered during the signing event of the memorandum of understanding that President Donald Trump had made a bold decision to lift sanctions on Syria unconditionally.

Qatari-Turkish initiatives

On March 13, Qatar launched an initiative to supply Syria with natural gas via Jordan, contributing to the generation of electricity by providing two million cubic meters of natural gas daily.

Meanwhile, Turkish Energy Minister Alparslan Bayraktar stated on May 22 that his country intends to annually export two billion cubic meters of natural gas necessary to operate electricity stations in Syria and increase its electricity export capacity.

Khaled Abu Di, the director of the General Electric Transmission and Distribution Company in Syria, told Enab Baladi that the ministry is in the process of agreeing with Turkey to supply Syria with six million cubic meters of gas daily, in addition to 500 megawatts of electricity on the Aleppo-Turkey interconnection line.

He confirmed that the city of Aleppo is receiving 180 megawatts of electricity, and it is expected that gas flow will begin in June via the gas pipeline that the ministry is currently preparing, with works expected to be completed within June, which will contribute to enhancing electricity supply in various provinces, not just Aleppo.

Abu Di predicted that electricity supply will improve, reaching between six to eight hours daily over the next two months.

Syria has 14 electricity generation stations, 11 of which operate on fossil fuels, and 3 on hydraulic power, with the oldest station in operation since 1973 being the al-Tabqa Dam in western Raqqa.

The Aleppo thermal station was destroyed in 2015, the Zeyzoun station in Idlib in 2016, and the al-Taim station in Deir Ezzor in 2017, which are essential electricity generation stations, with a combined nominal capacity of these stations reaching 1706 megawatts, approximately 18.25% of total production in Syria.
