Azzam al-Gharib, the governor of Aleppo, issued a decision appointing Abdul Rahman Salama (Abu Ibrahim) as the deputy supervisor of the northern and eastern Aleppo countryside, following his repeated appearances at the presidential palace and his accompaniment of the transitional Syrian president, Ahmed al-Sharaa, during many visits and meetings.

The areas that Salama will supervise include Afrin and Azaz in the northern countryside as well as al-Bab, Jarablus, and Manbij in eastern Aleppo.

The governor’s decision, on Thursday, April 24, indicated that this appointment comes within the framework of “enhancing local administration and improving service and security coordination in those areas, as part of the province’s plan to intensify administrative presence and improve services provided to the population.”

Salama’s appointment is part of a series of appointments for officials in the rural areas of Aleppo, which began on April 9 of this year.

About Abu Ibrahim Salama

Abu Ibrahim did not hold an official position after the fall of the previous Syrian regime on December 8, 2024, prior to his appointment as deputy governor in the Aleppo countryside.

Salama is considered a close associate of the transitional Syrian president, Ahmed al-Sharaa, and accompanied him during his travels and official meetings.

He traveled with the Syrian president on visits to Saudi Arabia and Turkey and appeared on multiple occasions at the presidential palace, indicating an important role within the new administration.

According to what Enab Baladi observed, the latest public appearance of Salama alongside al-Sharaa was during the reception of German Foreign Minister Annalena Baerbock on March 20th of last month.

Salama hails from the city of Andan in northern Aleppo countryside and was born in 1971. There is no information available about his educational background.

Before the Syrian revolution, Salama worked in a stone quarry as a partner with a family from the same region, according to information obtained by Enab Baladi from one of his relatives.

With the onset of the revolution, he shifted towards armed work and became an emir in al-Nusra Front in 2012.

Al-Nusra Front is an organization founded by the current Syrian president, al-Sharaa, which changed its name in 2016 to Jabhat Fath al-Sham, and then to Hayat Tahrir al-Sham (HTS), which is currently the nucleus of the Syrian Ministry of Defense.

Abu Ibrahim moved to Idlib in late 2016 after the previous regime took control of Aleppo and continued as a military leader within the factions that emerged from al-Nusra.

Salama is considered one of the key arms of Tahrir al-Sham in the economic sector, serving as the executive director of al-Raqi construction company, which executed numerous service works, including road paving and expansion, high-voltage electrical towers, and the establishment of schools and hospitals.

Al-Raqi played a significant role in the economic revival of Idlib city during the reign of Tahrir al-Sham before the fall of the regime, although it has been accused of monopolizing projects’ execution.

Abu Ibrahim comes from a family known for its opposition to the previous regime, and several military leaders are associated with it, the most prominent being Abdul Aziz Salama, nicknamed “Haji Andan,” who was the commander of Liwa al-Tawhid, one of the main factions of the Free Syrian Army at the beginning of the revolution.
