According to Dixon , sources indicate that although the decision is not yet final, Rubio's nomination is likely due to his ability to bridge differing viewpoints among Trump’s followers. This nomination could reflect an attempt by Trump to balance isolationist tendencies within his base while still promoting a more traditional, hawkish foreign policy approach.
The expected nomination represents a long road from the time Trump and the Florida senator were rivals in the 2016 Republican primaries, when Trump referred to Rubio as "Little Marco" and Rubio made insinuations about Trump's manhood in a presidential debate. The two have since repaired the relationship, and Rubio campaigned with the former president this year. 
The New York Times first reported that Trump appears to be settled on Rubio for the post. A spokesperson for Rubio did not immediately respond to a request for comment.

The new administration will confront a world more volatile and dangerous than it was when Trump took office in 2017, with wars raging in Ukraine and the Middle East and China aligning itself more closely with US foes Russia and Iran.
Rubio, 53, a member of the Senate Foreign Relations Committee and the top Republican on the Senate Intelligence Committee, is a China hawk with extensive foreign policy experience. Republicans will control the Senate in January, giving Rubio a likely easy path to confirmation, buoyed by his Republican colleagues. 
In Florida, the governor appoints a temporary replacement for open U.S. Senate seats, meaning Florida Gov. Ron DeSantis would have the ability to select Rubio's successor if the nomination goes through.
Rubio's established positions on key international issues—such as tariffs, relations with China, and funding for Ukraine—underscore his compatibility with Trump's administration. His reputation as a serious and qualified candidate may provide the necessary diplomatic gravitas that Trump’s tenure has occasionally lacked. Such an appointment could signal a commitment to maintaining strong international alliances while addressing concerns from various factions within the Republican Party regarding foreign engagement.
