Mike Johnson's plan to prevent a government shutdown will be considered by the House Tuesday, according to a notice sent to lawmakers late Monday night.
The stopgap measure to temporarily fund the government, known as a continuing resolution, will be put on the House floor under a procedure known as suspension of the rules. This enables it to bypass the House Rules Committee, where Republicans had signaled they would not advance the bill. Considering the measure under suspension comes with some caveats: it cannot be amended, and it requires a two-thirds majority to pass the House.  
Kevin McCarthy for the last continuing resolution in late September. All of the Democrats in the House voted for the bill, and the tactic succeeded in preventing a government shutdown, but it cost McCarthy the speakership, after Rep. Matt Gaetz introduced a vote of no confidence against him.

However, Johnson is still facing a rebellion from his right wing as conservatives quickly criticized his plan on social media and vowed to vote against it, leaving him in a position where he will likely need Democratic votes to pass the bill before the Friday deadline.
Johnson said on Saturday that the continuing resolution places House Republicans “in the best position to fight for conservative victories” by separating it from debates over supplemental funding.
“Separating out the CR from the supplemental funding debates places our conference in the best position to fight for fiscal responsibility, oversight over Ukraine aid, and meaningful policy changes at our Southern border,” he said in a statement.
More than 50 Democrats helped Republicans pass the rule on legislation to raise the debt ceiling in May. A GOP aide said leadership is also considering advancing the CR "under suspension," which would require two-thirds support of the whole House if it doesn't have the GOP votes to pass the rule.
Senators had been devising a Plan B to keep the government open, but it now appears they may not need to. Schumer announced Monday evening that the Senate was "pausing on our plans" to allow the House to move first.
