U.N. Special Envoy for Libya Abdoulaye Bathily says in a statement Monday that such a mechanism is required amid “unilateral and competing initiatives” by Libyan actors and institutions on the reconstruction of the Mediterranean city of Derna and other floods-impacted areas.
