Finance Minister Mohammed Yosr Bernieh welcomed on Tuesday, July 1, the decision by U.S. President Donald Trump to convert the temporary suspension of sanctions on Syria into a permanent lifting and to cancel the legal basis for many sanctions issued by current and previous U.S. administrations.

Bernieh said on his LinkedIn page that the U.S. decision annulled five previous decrees that formed the legal basis for many sanctions imposed on Syria, affecting more than 5,000 Syrian entities. The decision also lifted the state of emergency imposed on Syria in 2004, paving the way for the lifting of the economic blockade on the export of American goods and services.

He added that the decision directs the U.S. Department of Commerce to lift restrictions that prevented the export or re-export of American products to Syria, and also instructs the U.S. Secretary of State to review Syria’s designation as a state sponsor of terrorism.

He pointed out that this step will have a positive impact on the Syrian economy, affirming Syria’s determination to take full advantage of the opportunities and to continue strengthening financial management and enhancing integrity.

Meanwhile, U.S. Secretary of State Marco Rubio said on Tuesday, July 1, following the issuance of the executive order lifting sanctions on Syria, that he will consider the possible full suspension of the “Caesar Act.”

The U.S. Secretary of State posted on his X account that the United States will take further measures to support a “stable and united Syria, living in peace with itself and its neighbors,” emphasizing that sanctions will not stand in the way of Syria’s future.

The U.S. Special Envoy for Syria, Thomas Barrack, welcomed the move by President Donald Trump and Secretary of State Marco Rubio, which included the executive order canceling the majority of sanctions imposed on Syria, according to a post on his X account.

On Monday, June 30, President Donald Trump signed an executive order lifting the economic sanctions imposed on Syria since 2004, while maintaining targeted sanctions related to human rights violations, chemical weapons, terrorism, drug trafficking, and some parties’ relations with Iran.

The executive order also directed a review of Syria’s designation as a state sponsor of terrorism and called for examining the classification of Hay’at Tahrir al-Sham as a foreign terrorist organization, opening the way for U.S. steps at the United Nations to ease international restrictions, within an approach supporting the transitional phase and the path to stability.
