ROCHESTER, N.Y. – Police responded to a report of a mini-biker being hit by a car on Friday while backing out of a driveway on Locust Street. Officers ended up arresting two teenagers at the scene, and some involved expressed frustration with the police response.

Carina Carey and her friend Kayla called for an ambulance after the accident happened. Instead, police arrived and attempted to confiscate the bike.

“That’s when I got out the car. I heard and seen everything. Other people started coming up. I took out my phone and I started videotaping. I asked for a name and a badge number. That’s when I got pushed against the car,” Carey said.

Carey said she saw police get physical near the Hawkins garage, prompting her to start filming. One teen was handcuffed, and another was forcefully pushed away. Stacy Hawkins, the mother of one of the boys involved, received a sudden call to return home.

“I was at the gas station on Mount Reed Boulevard when my 18-year-old called me and is like, mom, I need you here now. There’s cops, there’s fire trucks, there’s ambulances. You need to get here,” Hawkins said.

Hawkins said her son Elliot, who is autistic and epileptic, got involved when police became physical with his younger brother. Police handcuffed Elliot and another person and took them to a substation on Dewey Avenue for nearly an hour. Elliot later passed out in a nearby field on his walk back home.

“The next thing I knew, everybody was yelling mom, mom, mom, come quick! Elliott’s down in the field. Elliott’s down on the field,” Hawkins said.

Hawkins said her son had 12 seizures and was taken to Strong Memorial Hospital, where he was discharged later that night. She expressed concern about future situations if she is unable to be present.

“Because as a mom of an autistic child, that’s my worst fear is that if I’m not here, somebody won’t understand my child and it could potentially cost him his life,” Hawkins said.

Police said they are reviewing the footage and will take appropriate action if any violations of their policies and procedures are found.
