ALBANY, N.Y. – New York State lawmakers have passed prison reform bills aimed at overhauling the state’s watchdog agency, the State Commission of Correction. (SCOC) The bills grant investigative and oversight powers over all jails and prisons in the state.
The reform comes in response to the deaths of two inmates, Robert Brooks from Greece and Messiah Nantwi who were both killed in prisons in Oneida County. The father of Brooks called for the passage of legislation to overhaul the SCOC.

The reforms includes installing more security cameras. Additionally, any footage related to an inmate’s death involving corrections officers must be submitted to the attorney general’s office within 72 hours. of the death.
Inmates will also have extended time to seek damages for any injuries sustained during their incarceration.
It is now up to the governor to sign the legislation.
