Norwich have already shortlisted Gary O’Neil and Jurgen Klopp’s former assistant Pep Ljinders and are determined to take their time over an appointment.
O’Neil is available after leaving Wolves in December following 16 months in charge at Molineux.
Lijnders is also unattached, with his most recent role as RB Salzburg boss lasting just 28 matches.
Manning, meanwhile, is fresh from overseeing City‘s best league finish in 17 years.
The Robins lost just three of their final 15 matches of the season to finish sixth in the table.
However, they were ultimately beaten 6-0 on aggregate by Sheffield United in the play-offs.
Their top six push included a 2-1 home victory over Norwich in March, completing a league double for Manning’s side.
The Canaries are looking to fill their managerial vacancy after sacking Johannes Hoff Thorup last month.
Jack Wilshere was subsequently placed in interim charge for the final two matches of the season.

Wilshere moved to Carrow Road in October after leaving his role as Arsenal’s under-18s boss.
Speaking after the final day victory over Cardiff, the former England midfielder told BBC Radio Norfolk: “I really did enjoy it. It’s clear where we need to improve.”
The club have also confirmed the exits of Angus Gunn, Jacob Sorensen and Onel Hernandez when their contracts expire.
It comes following the release of their retained list this week.
Norwich’s new manager will also take their side to the Netherlands during the summer as part of their pre-season preparations.
The Canaries are set to embark on their fourth consecutive season in the Championship following relegation in 2022.
During the previous three campaigns, the club have only once achieved a top six finish, losing to Leeds in the play-offs last May.
