The General Authority for Land and Sea Ports in Syria has announced the opening of registration for investment opportunities in the free zones within Syria.
The authority stated in a statement on Thursday, April 24, that registration for investment opportunities is available in the following free zones: “Damascus, Damascus International Airport, Adra, Homs, Aleppo (al-Maslamiyah), the internal zone in Latakia, the port zone in Latakia, and the port zone in Tartus.”
The authority called on investors wishing to register to visit the free zone where they wish to invest, starting Sunday, April 27.
The Syrian Duty-Free Markets Company began its operations in 1997, in the Syrian duty-free markets within Damascus and Aleppo airports and border crossings, according to the local al-Iqtisadi website.
The previous Syrian government granted operating contracts for the duty-free markets in Syria to Ihab Makhlouf and a Kuwaiti businessman, after withdrawing them from Rami Makhlouf, according to what was reported by the Asharq al-Awsat newspaper.
Sources in Damascus confirmed to Asharq Al-Awsat in August 2020 that the Ministry of Foreign Affairs in the ousted government was notified of a decision to bypass more than ten offers submitted to operate the duty-free markets and to grant operating contracts for the duty-free markets to Ihab Makhlouf and his Kuwaiti partner residing outside his country.
The duty-free markets include the Jdeidet Yabous border center with Lebanon, the Nassib border center with Jordan, the port of Latakia, the port of Tartus, and the international airports of Damascus, Latakia, and Aleppo.
The General Authority for Free Zones had proposed the duty-free markets for investment after they were withdrawn from the hands of Rami Makhlouf, the cousin of the ousted Syrian president, Bashar al-Assad.
Following the fall of the regime, the Damascus government announced on December 31, 2024, the establishment of a General Authority for Land and Sea Ports, which included customs, border centers, and the free zones authority.
The Ports Authority is responsible for supervising and organizing humanitarian and commercial entry and exit, overseeing maritime navigation and shipping operations, and owning and leasing commercial vessels and the necessary properties for its operations.
The authority included within it the administrations of Latakia and Tartus ports, the Ports Directorate, the Maritime Transport Authority, the Maritime Agencies Company, customs, and the Free Zones Authority, in addition to the border centers.
On December 18, 2024, the Damascus government issued a decision to dissolve the customs control department, in all its names and formations, throughout Syria.
The General Directorate of Customs also issued several separate decisions at the end of last year, through which it relieved several customs directors in land and maritime ports and appointed replacements for them.
Along the maritime strip, Syria has four maritime ports, two of which are major for receiving and sending commercial containers, namely Latakia and Tartus, in addition to the ports of Baniyas and Jableh.
On land, Syria has border crossings with four countries on its borders: Turkey, Iraq, Lebanon, and Jordan.
On January 27 of last year, the Jordanian Ministry of Industry, Trade, and Supply announced the resumption of work in the Syrian-Jordanian joint free zone.
The media spokesperson for the Ministry of Industry, Trade, and Supply, Yanal Barmawi, stated that trucks began completing their entry procedures into Syria through the joint free zone.
He added that the trucks are loaded with various types of goods, following an agreement on procedural and technical mechanisms between the Jordanian and Syrian sides.
Work in the Syrian-Jordanian joint free zone had stopped on December 7, 2024, due to the security conditions that Syria experienced before the fall of the ousted president, Bashar al-Assad.
For his part, the head of the Association of the Owners of Cargo Shipment and Clearance Companies, Deif Allah Abu Aqoula, explained that about 650 trucks deal with the customs department daily at the Jaber Border Center, compared to 200 trucks previously.
