The second phase of the Downtown Streetscape was declared officially completed this month, but there is still plenty of construction work being done on city streets.
“The Urban Core Project is going slow (because of the rain), but moving as fast as it can with regard to the weather,” Public Works Director Tim Eriksen told the Ukiah City Council Wednesday, adding that crews were “finishing up the water services on North Main Street, testing some of the sewer lines, (and had also) put in the traffic poles for the signal that’s going to be at Gobbi and Main streets.”
So once the weather is more favorable, Eriksen said “that project will finish off pretty quickly.”
“When do you think the paving will be done on Gobbi (Street), because people have been asking me about that,” Council member Mari Rodin asked Eriksen, to which he replied: “They are scheduled to do that the first week of April.”
In other actions related to recent rains, the City Council approved two Urgency Items added to the Feb. 19 meeting, the first City Manager Sage Sangiacomo described as being an adoption of a “resolution proclaiming a local emergency due to the ongoing Atmospheric Rivers causing damage to public infrastructure.”
In particular, Sangiacomo noted a landslide “next to one of the city’s water tanks in the Western Hills that required immediate action and removal of material.” The work so far, he said, “was already over $30,000, and there’s likely going to be more work that’s necessary, so we believe the extent of the damage, and us uncovering additional damage,” warrants declaring a local emergency.
“And there may be other damage that we have not identified,” he added, as staff pointed out that the condition of some roads in the Western Hills was currently limiting access to some areas.
The council unanimously approved the resolution proclaiming a local emergency, then also unanimously approved awarding a contract to Diamond D Construction “to repair the mudslide in the Western Hills in the amount of $30,042, (finding) that an emergency condition exists that must be repaired to avoid public health hazards that could result, if the repair work was put out for competitive bids in compliance with the procedures required by the Uniform Construction Cost Accounting Act.”
Also at the Feb. 19 meeting, the council approved as part of its Consent Calendar the official “Notice of Completion for the Downtown Streetscape Project – Phase II,” which the staff report described as “water and sewer utility replacement, electric undergrounding, pedestrian and sidewalk improvements and ADA accessibility and street striping between West Henry Street and Norton Street, and West Mill Street and Perkins Street.”
The staff report notes that “on April 19, 2023, council awarded the project’s construction to Ghilotti Construction Company in the amount of $9,835,445.75 with a 10% contingency bringing the total contract amount to $10,818,990.33. The project was completed within the 10% contingency total. Actual project costs totaled $10,736,097.75.”
