SANDAG Presents New Options for Rerouting Trains from Eroding Del Mar Bluffs ...Middle East

San Diego County’s regional planning agency has released a lengthy analysis of plans to move trains off of the eroding Del Mar Bluffs that increases the number of routing options from three to 16.

SANDAG‘s 269-page “Final Value Analysis Study Report,” released Feb. 7, examined possibilities that ranged from minor variations of a tunnel under Del Mar to building seawalls to protect the current tracks to relocating part or all of the railroad to the Interstate 5 corridor from Oceanside south.

Estimated costs ranged from $1.9 billion for maintaining the tracks in place via seawalls to a low of $3.3 billion for variations of the originally proposed tunnel to $45 billion for relocating part of the entire route.

SANDAG’s initial tunnel plans drew criticism from residents worried about vibration from the trains, and pitted Del Mar against Solana Beach and the Del Mar Fairgrounds. Meanwhile, the bluffs continue to erode, threatening the county’s only rail access.

The agency described the study as “a fresh look at alternative concepts that would address the challenges that climate change and the eroding Del Mar bluffs pose to the reliability of passenger and freight service on the bluffs.”

SANDAG said the next step is to refine the options by taking into consideration the impact on private property, potential disruption to the local economy and any conflict with other transportation projects.

Staff will present final recommendations for three or four routes to the SANDAG board at the agency’s Feb. 28 meeting.
