A California state senator introduced a bill Friday that would create a commission to advocate for Latinos facing economic and social disparities.
The bill by Sen. Steve Padilla (D-San Diego) would establish the California Latino Commission, a group tasked with making recommendations to the governor and legislature, developing initiatives, and monitoring progress in addressing disparities facing Latinos.
Padilla said that Senate Bill 388 would serve as a tool for policy change, research and advocacy.
“Latinos are at the heart of our economy and our culture here in California,” said Padilla.
“As families face a growing affordability crisis, we must seek every avenue to help underserved communities find greater economic mobility and educational outcomes,” he said.
A study by the Latino Policy and Politics Institute at UCLA found that Latino men have the highest workforce participation rate in the state compared to other race groups. Latina women hold the second highest workforce participation rate among women.
Despite high workforce participation, the study found that 17% of California Latino families live below the poverty line, which is 4% higher than the state average.
“Latino communities in Los Angeles County are on the frontlines of climate change and economic instability, yet they remain underrepresented in the decision-making processes that shape recovery efforts,” said Silvia González, a UCLA research director.
A statement by Padilla said appointees on the commission would demonstrate expertise in housing, education, STEM, labor rights, public health and workforce opportunities.
This proposal mirrors existing panels, such as the Commission on the Status of Women and Girls and the Commission on Asian and Pacific Islander American Affairs.
