Making the final primetime TV address of his Presidency, Biden struggled through an 18-minute speech that sought to cap a career in Washington that began in 1972 when he was elected to the Senate from the state of Delaware.

Biden offered a vision of his administration that was heavily coloured by rose-tinted glasses. He told Americans that throughout his time in office “our democracy has held strong, and every day I have kept my commitment to be a President for all Americans, through one of the toughest periods in our nation’s history”.

He claimed to “have launched a new era of American possibilities…new roads, bridges, clean water, and affordable high speed internet for every American”.

Internationally, he claimed the Nato alliance is now stronger than it was when he entered office.

But then came the caveats, and a dark warning to Americans of the dangers that Biden says they now face from “an oligarchy…taking shape in America of extreme wealth, power and influence, that literally threatens our basic rights and freedoms”.

“Americans are being buried under an avalanche of misinformation”, the President warned. “The free press is crumbling…social media is giving up on fact checking. Truth is smothered by lies”. A casual viewer may surely have wished that someone in power had done something to confront the crisis.

“Unless safeguards are in place”, Biden warned that AI “could spawn new threats to our rights, our way of life, to our privacy, how we work and how we protect our nation. We must make sure AI is safe and trustworthy and good for all humankind”.

As he heads into his final weekend in office, Biden is determined to oversee the peaceful transition of power, a tradition that he insists lies at the heart of American democracy.

But Washington can be a harsh place. On Wednesday, after addressing reporters in the White House to hail the ceasefire agreement struck in the Middle East, one correspondent asked “who gets credit for this…you or Trump?” Biden, already heading to the exit of Cross Hall in the White House, turned quizzically and asked, “is that a joke?” Assured by the reporter that it wasn’t, he stalked out of the room, the march of the news cycle already sweeping him away.
