California Declares Emergency Due to Bird Flu in Cattle

California Governor Gavin Newsom declared a state of emergency in response to a significant outbreak of highly pathogenic avian influenza (H5N1) affecting dairy cattle across the state. With over 300 dairy herds impacted, California has become the epicenter of this crisis, which poses potential risks not only to livestock but also raises concerns about spillover effects on human health. H5N1 avian influenza virus that infected the patient in Louisiana indicates that the virus belongs to the D1.1 genotype related to other D1.1 viruses recently detected in wild birds and poultry in the United States and in recent human cases in British Columbia, Canada, and Washington state. This H5N1 bird flu genotype is different than the B3.13 genotype detected in dairy cows, sporadic human cases in multiple states, and some poultry outbreaks in the United States. Additional genomic sequencing and efforts to isolate virus from clinical specimens from the patient in Louisiana are underway at CDC.

California Office of Emergency Services (CalOES), and other agencies, the state is leading a cross-agency response that includes timely public updates, multilingual outreach to dairy and poultry workers, targeted social media efforts to promote preventive practices, online and printed resources for the public, and media interviews to keep Californians informed. Additionally, the state is ensuring that agriculture workers have access to additional doses of seasonal flu vaccine from the Centers for Disease Control and Prevention (CDC) to reduce concurrent flu risks.

Despite the low risk of human transmission reported thus far, with no confirmed cases of person-to-person spread, officials remain vigilant due to over 30 incidents of human exposure linked to affected dairy herds. The state's proactive measures include collaboration with federal agencies and the implementation of public health initiatives such as personal protective equipment distribution and awareness campaigns aimed at educating the public about safe practices during this outbreak .

California's extensive testing and monitoring systems are crucial in managing this public health threat while supporting its vital agricultural sector. As part of its emergency response, California has issued recalls for raw milk from infected producers, demonstrating a commitment to safeguarding both public health and consumer safety.
