Photo via Pixabay San Diegans will have several ballot measures to vote on when they go to the polls Tuesday, and while two of the measures are on relatively technical issues, one could increase the sales tax to raise $400 million for city infrastructure needs. Measure E, known as the San Diego Transaction and Use Tax, would increase the tax on transactions in the city by 1%, bringing the total sales tax to 8.75%.
