Here’s the latest: • Rare high risk for flooding: A rare Level 4 of 4 risk of excessive rainfall was issued for Santa Barbara and Oxnard in Southern California on Sunday, with a more widespread Level 3 risk for much of coastal California, including San Francisco down through Los Angeles.
