The California Department of Food and Agriculture declared a new citrus quarantine in Valley Center on Thursday after a discovery on a residential property. Officials detected the citrus tree disease known as Huanglongbing, or citrus greening, in five orange trees at the site. The tree-killing bacterial disease was found during a routine inspection.
