Yet 311 noise complaints are up 70% over pre-pandemic levels, with the source of the dins or outbursts ranging from parties to helicopters to construction to fireworks to vehicles — either cars or dirt bikes rigged to sound obnoxious — racing down the streets. It’s illegal to break the noise code, but enforcement is notoriously spotty.
